Final E-2D LRIP Lots Await DAB Approval

Approval for the final two low-rate initial production (LRIP) batches of Northrop Grumman E-2D Advanced Hawkeye aircraft is on the agenda for a Defense Acquisition Board meeting planned for March 16.

Flight testing of the upgraded airborne early-warning aircraft, with its new electronically scanned APY-9 radar, is 91% complete and the overall system development and demonstration program is 96% complete, says U.S. Navy Capt. Shane Gahagan, Hawkeye program manager.

Flight testing of the Lockheed Martin-developed radar is complete and the remaining flights are focusing primarily on the integration of the Cooperative Engagement Capability and Link 16 data links, he says.

Two development and three pilot-production E-2Ds have been delivered. Four are in flight tests at NAS Patuxent River, Md., and one is at NAS Norfolk, Va., being used to train operational evaluators.

The third and fourth LRIP batches total 10 aircraft to be procured with fiscal 2011 and 2012 funding: five E-2Ds were purchased in the first two lots, which were approved in 2009. Full-rate production is scheduled to begin in fiscal 2013, with multi-year procurement planned to begin in fiscal 2014.

Plans call for 40 Advanced Hawkeyes to be purchased over a five-year, fiscal 2014-18 multiyear procurement (MYP). This would leave a final nine E-2Ds to be funded in fiscal 2019 to complete the planned 75-aircraft Navy program.

“We are trying to get a six-year MYP,” Gahagan says. This would save money, but requires approval by the Pentagon and Congress. “We are working through the issues, but everybody is on board,” he says.

The E-2D made its first carrier landings on the USS Truman in January, and operational evaluation is scheduled to begin in the first quarter of 2012. Initial operational capability is slated for 2015.
